International law enforcement coordinated under Operation PowerOFF has seized 53 domains tied to DDoS-for-hire services, commonly known as booters or stressers. The takedown also exposed roughly three million accounts linked to users who paid for attack capacity against gaming servers, businesses, and public infrastructure.

Booter services commoditize network flooding, lowering the technical bar for disruption attacks to a subscription purchase. By seizing the frontend infrastructure and capturing subscriber records, investigators gain a pipeline of identifiable customers rather than just operators, shifting prosecution risk onto the demand side of the market.
