The pitch lands in an environment where the underlying capabilities already exist in pieces. DHS uses AI to summarize social media activity, and Meta has acknowledged training models on employee behavior, with reporting suggesting keystroke and click-level telemetry on company devices. Ellison’s contribution is less a prediction than a marketing posture: Oracle sells the cloud, data, and AI infrastructure that an always-on surveillance regime would run on.

The significance is the casualness of the framing from a hyperscaler executive.
